The inquiry stage is the earliest category of our economic development opportunity scale. It is the most casual of interests. However, that doesn’t mean the status cannot change. Inquiries can turn into leads and leads can turn into projects. The pace of acceleration is nothing short of random, either. Some opportunities come out of the gate hot and others stumble, get back up, only to stumble again.
